CHFA has developed guidelines, policies, resource guides and templates to assist owners and property managers. Some of the resources pertain to both the CHFA portfolio and the State Sponsored Housing Portfolio (SSHP), while some are portfolio specific. State Housing Manual for SSHP Properties
The Housing Manual is a guidebook that provides SSHP sponsors, owners and agents with the policies and procedures governing the management of SSHP properties. The Housing Manual may be found on the DOH website, linked here: https://portal.ct.gov/-/media/DOH/DOHCHFAHousingManualFinalized122023.pdf.
Housing Authority Resident Program (HARP)
Housing Authorities in the State-Sponsored Housing Portfolio that are in compliance with CHFA program requirements may apply for awards between $1,000-$10,000 per property, with a cap of $20,000 per Housing Authority annually. Awards will support direct resident programs that enhance resident opportunities and quality of life. The process will be a rolling application, first come, first served. Resident Services Coordination
CHFA's Asset Management department also includes a staff member who is dedicated to Resident Services Coordination, Karen Futoma. Karen’s responsibilities include providing support, direction and implementation assistance for policies and programs to improve the quality of life for residents of properties, building connections to the larger community, providing support and technical assistance to residents, housing authority staff, owners, property managers and CHFA staff in the delivery of support services and programs, and establishing and maintaining relationships with state, local and regional social/human service providers as well as state and regional resident service coordinator organizations.
