The site navigation utilizes arrow, enter, escape, and space bar key commands. Left and right arrows move across top level links and expand / close menus in sub levels. Up and Down arrows will open main level menus and toggle through sub tier links. Enter and space open menus and escape closes them as well. Tab will move on to the next part of the site rather than go through menu items.

CHFA has developed guidelines, policies, resource guides and templates to assist owners and property managers.  Please click on the Resources tab at the bottom of the page to view the list of available resources.  Some of the resources pertain to both the CHFA portfolio and the State Sponsored Housing Portfolio (SSHP), while some are portfolio specific.  Please reach out to your Asset Manager if you have questions or need additional guidance.

State Housing Manual for SSHP Properties

The Housing Manual is a guidebook that provides SSHP sponsors, owners and agents with the policies and procedures governing the management of SSHP properties.  The Housing Manual may be found on the DOH website, linked here:  https://portal.ct.gov/-/media/DOH/DOHCHFAHousingManualFinalized122023.pdf

Housing Authority Resident Program (HARP)

Housing Authorities in the State-Sponsored Housing Portfolio that are in compliance with CHFA program requirements may apply for awards between $1,000-$10,000 per property, with a cap of $20,000 per Housing Authority annually.  Awards will support direct resident programs that enhance resident opportunities and quality of life. The process will be a rolling application, first come, first served. For program details and application, please see Resources below. 

Resident Services Coordination

CHFA's Asset Management department also includes a staff member who is dedicated to Resident Services Coordination, Karen Futoma.  Karen’s responsibilities include providing support, direction and implementation assistance for policies and programs to improve the quality of life for residents of properties, building connections to the larger community, providing support and technical assistance to residents, housing authority staff, owners, property managers and CHFA staff in the delivery of support services and programs, and establishing and maintaining relationships with state, local and regional social/human service providers as well as state and regional resident service coordinator organizations.
